Section 1 : JPJ eInsurans Message to policyholders
 

Dear Motor Policyholders,

Please be informed that Jabatan Pengangkutan Jalan (JPJ) has launched and implemented eInsurans system on 5 th October 2004. Effective 2 nd January 2005, JPJ will no longer accept physical motor cover notes for road tax renewalas it will be replaced by electronic Cover Notes (eCover Note) which is motor insurance information sent to JPJ electronically by the respective insurers. A confirmation slip will be issued as proof of purchase.

We are pleased to advise that all our branches and our agents are ready to issue eCover Note. When you renew your motor insurance, your eCover Note information will be transmitted to JPJ. It is crucial that your information as below matches the JPJ’s record in order to receive positive confirmation on the eCover Note from JPJ for road tax renewal. We appreciate early renewal to avoid any inconvenience or delay.

Section 2 : JPJ eCover Note
 
 

From 1 st January 2005, only electronic cover notes (eCover Note) will be issued as informed by the Road Transport Department (JPJ) after giving a face-lift to its computer system to improve services. Road tax renewal and vehicle registrations will only involve JPJ checking through their computer system that are linked to MCIS ZURICH eCover Note system.

The face-lift of JPJ’s computer system will also implement a new foolproof vehicle registration system that will enable a new vehicle to be registered by JPJ within minutes, which currently take days. This system will also streamline the status and record of vehicles at JPJ to ensure all data are genuine and up to date.
   
  How does it work?
   
Step 1:
Vehicle owners renew their motor insurance with MCIS ZURICH (through agents or branches).
 
Step 2:
The agents or branches will send the eCover Note to JPJ via MZWise.
 
Step 3:

JPJ will verify the eCover Note (e.g. vehicle registration number, IC no. or company registration no., engine and chassis no.) and return confirmation reply.

 
Step 4:
If the confirmation reply is “OK”, the vehicle owners can proceed to renew their road tax at JPJ or post office.
   
 
   
  Policyholders whose motor insurance and road tax are due to expire are advised to renew earlier. Consumers are advised to be wary when buying insurance from illegal insurance agents. Without a link to JPJ via the insurance companies, the renewal of road tax are not permitted without the record of eCover Note in JPJ’s system.

What is JPJ eInsurans?
 

A process of transmitting insurance information electronically between JPJ and insurance companies without using the physical documents. Insurance companies established a computer network link to JPJ eInsurans system via the approved gateway providers namely Financial Link, Reward Link.com and PDX.com.

The system was developed to address the problems of forged motor insurance cover note, ensure data accuracy and integrity as well as facilitate and speed up registration of vehicles and road tax renewal.
   
2.
How does JPJ able to know my insurance information?
  When you purchase or renew your motor insurance from your insurance agent or insurance company, the eCover Note will be transmitted to JPJ. The JPJ officers are able to check your insurance record via the eInsurans system when you renew your road tax or register new vehicle.

What are the information transmitted via MZWise to JPJ?
  * Motor Cover Note number/ Policy number
  * Engine number
  * Chassis number
  * New or old IC number (for personal vehicle) or Business Registration number (for company registered vehicle)
  * Insurance effective date
  * Insurance expiry date
  * Type of cover (e.g. comprehensive, third party)

Can an insurance agent send eCover Note directly to JPJ without going through the insurance company they represent?
  No. Only insurance company that are linked to JPJ can send eCover Note to JPJ in order to ensure authenticity of the eCover Note information received. Insurance companies will provide their authorized agents with computer facilities to send eCover Note via their system and linked to JPJ.

Does my insurance agent or insurance company still provide me with a physical motor cover note when I purchase or renew my motor insurance?
  No. Instead you will be provided with a confirmation slip that will act as proof of purchase of your motor cover note. This will serve as a temporary document until you receive the insurance policy.
   
6.
Do I need to bring the physical cover note or policy when I renew my road tax at JPJ branches?
  If your insurance agent or insurance company has transmitted your eCover Note to JPJ, you do not need to bring the physical cover note. Kindly ensure that you bring the vehicle Registration Card to JPJ for road tax renewal.
   
7.
How do I know that my eCover Note has been successfully received by JPJ?
  When JPJ receives your eCover Note transmitted by your agent or insurance company, it will be verified and matched against their vehicle registration records. If the information is accurate and correct, a confirmation reply is returned. Otherwise, an error message will appear and the agent or the insurance company will need to retransmit the eCover Note with the updated and correct information until a confirmation by JPJ is received. Then you can only renew your road tax after JPJ has confirms the new status of your eCover Note.
   
8.
How long does it take for JPJ to return confirmation or error message?
  The reply form JPJ may take between 3 to 5 minutes. You may see the reply status in the MZWise system by selecting the Cover Note tab and click “Check Status”. Key in the respective eCover Note number and the status should appear.
   
9.
What should I do when my agent informs me that JPJ is unable to accept my eCover Note?
 

You need to check the status JPJ reply. Most error message replied by JPJ is mainly due to the incorrect information sent to JPJ. You are required to provide the information accordingly to the Registration Card. The most common errors are incorrect IC numbers or Company Registration number. You need to provide both Old and New IC numbers. You may update the correct information at the Cover Note tab and click “Maintenance”.

If both IC numbers are correct and JPJ still returns an error message, please check whether you have keyed in the correct vehicle number. If information is accordingly to Registration Card and JPJ still returns an error message, please refer to your respective agent or to the nearest branch.

   
10.
What happen if JPJ eInsurans system is down?
  If JPJ eInsurans system is down, you will not able to renew your road tax as JPJ will not be able to check in their system for you insurance record. Your agent or insurance company can still continue to send the eCover Note but it will be temporarily stored at the gateway providers’ computer until the JPJ eInsurans system resumes operation.
   
11.
What is MZWise?
  MZWise stands for MCIS ZURICH Web Insurance System Enabled. The system was developed for agents to issue motor quotation and eCover Note. MZWise is linked to JPJ through gateway provider – Financial Link.
   
12.
What the requirements to log into the MZWise system?
  You need to have a computer with:
 
  1. a processor of 200MHz or higher
  2. Operating System – Windows 98 or higher
  3. Memory of 64MB RAM or higher
  4. Super VGA (800 x 600) or higher resolution monitor with 256 colors
  5. Program of Internet Explorer version 5.5 or higher (our system will not be able to support other browser program)
  6. Acrobat Reader version 5 or higher
  7. Internet connection (preferable that can support high bandwidth)
   
13.
What should I do if there’s an error page appear when I have saved the details I entered in the system?
 

Kindly refresh the browser page or try to logout and login again to the system. Then search the saved details by entering the client name, vehicle number or by quotation number (whichever details you have).

Sometimes, the delay or transmitting the data via the Intenet provider to the insurance company server then back to the user that causes the error page appear. A high bandwidth Internet service will minimize this problem. This is because the system are dealing with a lot of database.
   
14.
What if after I keyed in the login ID, user ID and password, the system prompt message as “Your login is incorrect, please try again”.
 

First of all, make sure the correct website address for LIVE MZWise system is https://www.mciszurich.com.my/mzwise

Then try to key in the respective details accordingly. If you have keyed in the wrong details more than three times, you need to submit “Reset Password” form to your respective Market Manager for reactivation.

Please remember your password. Any suspension of account will delay your eCover Note transaction, as it will take few days for the system administrator to reset them.
   
15.
What should I do if my eCover Note has finished?
  Please contact your Market Manager to request for new eCover Note allocation.
   
16.
When I key in all the details, I found that the model of the vehicle does not exist.
  Please contact your Market Manager. Necessary arrangement will be made to add the new model in the system.
   
17.
What happen if I have keyed in the wrong “Period of Insurance” after I have sent them to JPJ, can I do amendments?
  The information that you can amend are Old and New IC Numbers, Chassis Number and Engine Number. Other than these you will need to contact your Market Manager to cancel the “wrong eCover Note” before you can issue a new one.
